Bayview Golf Club would like to thank you on behalf of its Board and its Members for the time taken to partake in this EOI, and hope that you find the opportunity as exciting as they do.
This project is without parallel and affords the ultimate development partner the opportunity to create one of the great on-course living experiences available in Sydney and the first of its kind on the famed Northern Beaches, surrounded by some of the world’s greatest property.
This is truly a never-before and never again opportunity for a development company to showcase its creative design, ability to provide great solutions and enhance its reputation with a truly showcase project.
Summary of objectives of the Bayview Golf Club
It is the objective of the Club to partner with a property development company to deliver a new clubhouse integrated into a residential apartment project that delivers a large capital injection and potentially continued annuity to the Club from the residual land value uplift and resales of homes that this project delivers
The Club will invest the proceeds from this project to generate annuity income that allows for the continued growth and improvement of the Club for its members
As such, the Club is seeking submissions from the development sector for the most profitable and suitable development of the nominated area. The Club will take into account the following items when considering the proposal

Quality of design and impact on the Club and the course

Compliance of the design and certainty of outcome

Time frame of proposed program and ability to meet this deadline

The brief
The Club is willing to consider a variety of structures and outcomes, including the following as way of examples, but not excluding others

Straightforward senior living integrated development

99-year lease and delivery of serviced apartments with residual income

Residential aged care facilities

Potential rezoning and delivery of medium-density apartments

Combinations of the above or any other structure you believe delivers the best outcome for the Club
Bayview Golf Course Clubhouse
The Club is also seeking to have included in this project a new clubhouse for its members, as outlined in the attached annexure
Any architectural schemes provided need to incorporate this brief and all feasibilities need to take into account its design construction and delivery paid for from the funding as provided by the development partner
Summary of requirements
At the end of the EOI, the Club is looking to obtain for the benefit and understanding of its Board and Members the following (this list is an indicative suggestion only)

Master summary of the proposal in simple English and a high-level proposal for its Representitive Groub to review, including

Basic development and project structure summary

Financial outcome summary for both parties

Basic program from the closing of EOI to the completion of the project

Detailed feasibility study of the entire project, including projections for the Club in terms of net cash outcomes and the development entity, including a breakdown of construction costs, project costs and the like

Detailed architectural designs from architects, including basic massing and position and planning of the new clubhouse and exterior design renders showing incorporation of the new project with the course for the benefit of members

A copy of all reports, if any, showing compliance and non-compliance and an outline of any risk from an approvals aspect that the developer envisages, including anticipated court strategies, cost and time frames

Details of funding partners and the source of funds, if known

List of nominated building partners and applied rates from QS or the builder

A list of nominated consultants and a copy of the reports, if commissioned

Full project timelines and construction schedules

Predicted square meter rates for residential homes applied to feasibility

From a funding requirement, what you may need in terms of security from the Club

Timings of payments and security of payments for the Club and progress payments milestones

Contractual legal requirements that are essential to the project partner or source of funds

The developer will need to guarantee the quiet enjoyment of members golfing rights during the development process
Basic program of milestones
Prior to commencing the EOI, all applicants will be required to submit a capability statement for selection in the process, which should lay out their track record, proposed consultants and financial capacity to undertake the project
From these applicants, a short list will be selected by the Representitive Group and Domain Project Sales based on the quality of the applicants to proceed to the EOI
The EOI process with draft dates that are subject to minor variation
A step-by-step guide to the process
- Submit capability statements and EOI
- EOI capability statements closing date 7th July 2025 after which time the Representitive Group and Domain Project Sales will review applications
- Notification of successful applicants 10th July 2025 via a Board meeting of six members present to inform them of their successful applications
- Commencement of EOI 11 July 2025
- EOI period 8 weeks
- Mid EOI Q&A if required 11th August 2025 with Representive Group and Domain Project Sales to assess and review and comment on applications if required
- EOI presentations face-to-face with Board or Representitive Group 11th September 2025
- Notification of the final 2 successful applicants 17th September 2025
- Final submission of final 2 applicants 23rd September 2025 and rRepresentitve Group selection of the the preferred development partner and Board notification thereafter
- Board selection of preferred development partner 30th September 2025
- The Board would then present the proposal to the Club members for either approval, rejection or further amendments
If the successful applicant is approved by the Board and its members then legal documentation can commence in October
